The Plumas County Office of Education’s Foster Youth Services (FYS) Program provides services to students in foster care or homeless situations. The mission of the program is to provide educational support and advocacy for youth ages 4-18 while
improving educational access and outcomes for students.

•Works with the child welfare agency to minimize changes in school placement
• Facilitates prompt transfer of health and education records
• Provides education-related information to the child welfare agency to assist in the delivery of
services to foster children
• Responds to requests from the juvenile court to ensure the delivery and coordination of
necessary educational services
• Works to obtain, identify and link children to mentoring, tutoring, vocational training and other
services designed to enhance the educational prospects of foster children
• Facilitates communication between foster parents, teachers and other school staff
• Shares information regarding access to transition and higher education services
• Refers caregivers of foster youth with special needs to special education services
